It currently seeks following candidate for its on going project “Girls Learn Equally Project” supported by Plan International.

Working area: Project schools and Municipalities of Sindhuli districts i.e. Kamalamai municipality and Tinpatan RM

Background: 

Human & National Development Society Nepal (HANDS Nepal) is local NGO based in Sindhuli. It is non profitable, non-political and non-religious NGO, which is registered in District Administration Office, Sindhuli and affiliated with SWC. HANDS envision prosperous and equitable society where every individual specially women, children, Dalits and marginalized receives basic needs with quality education, health services and their rights for dignified life. Thus, the organization like to see every human being live with good health and wellbeing, having quality education for better life and respect of diversity with inclusion where every people can participate and enjoy receiving basic social services provided by the government. HANDS Nepal aims to secure rights to sustainable livelihood, quality education and health services leading to dignified life of community where disabled people, children, women, Dalit and marginalized are equally treated. The organization always respects nature of human diversity and cares on how to promote equity and inclusion in community development work with due care of human identity and dignity. The organization would like to contribute for achieving zero hunger, good health and wellbeing, equitable quality education for all, gender equality and women / girls’ empowerment, inclusive sustainable economic growth, and youth employment. Hands Nepal is working on different thematic area and sectors such as Child Development, Income Generation, Education, Health and Nutrition, Water, Sanitation and Hygiene, Youth and Women Empowerment and Leadership, Climate Change Adaptation, Disaster Risk Reduction and Humanitarian Assistance and Cross Cutting: GESI, Governance, System Strengthen. So far, HANDS Nepal has implemented more than 54 projects in Sindhuli, Sindhupalchok, Dolakha and Udhayapur district and has benefited more than two lakhs peoples. 

Since 2019, HANDS Nepal is implementing Learn Project in Sindhuli with partnership of Plan International Nepal. The project is targeting to working in 55 public schools from Kamalamai municipality and Tinpatan rural municipality of Sindhuli. The project is particularly focus to ECD to early grade. However, the project is also working on gender friendly and inclusive education at secondary level. The project has following four outcomes; 

  • Outcome 1: Increased learning outcomes in early grades via promoting child friendly learning environment
  • Outcome 2: Strengthened gender transformative & inclusive learning environment and system
  • Outcome 3: Improved STEAM based teaching & learning system in schools
  • Outcome 4: Reduced disaster risk and climate change effect in schools and communities

HANDS Nepal is seeking a Program Coordinator for management of Learn Project in Sindhuli. The position has to be provided overall responsibility of the project lead including technical expertise and project management.

Major responsibilities: 

The PC will be fully responsible for project planning, implementation, monitoring and reporting including coordination with concerned offices and stakeholders of the project in close coordination with Chairperson/Program Director of Hands Nepal and Program Specialist-Learn of Plan International Nepal, Eastern Regional Office, Janakpur. Responsible for the project leading at community, local government and district level, coordinating and relationship strengthening with government entities, communities, ward, local levels, district and DRR relevant stakeholders. S/he shall also be responsible for mainstreaming DRM into development plan and apply computer applications (GIS; mobile mapping, MS office applications etc.) 

Specific Duties of Program coordinator | HANDS | ngo jobs 2022

  • Lead as an education expert of the project 
  • Prepare annual, quarterly and monthly action plans including Gantt chart or action plan of the project as per requirement. 
  • Prepare implementation guideline of the project interventions and orient to project staffs 
  • Implementation of project activities in the field based on overall guidance given by Chairperson/Program Director of Hands Nepal, Sindhuli and PS-Learn of Plan International Nepal as appropriate.
  • Coordinate closely with district line agencies, local government, Plan International Nepal, ERO, Janakpur and other development partners, government agencies, INGOs and NGOs working districts for the effective implementation of the project.
  • Organize different meetings, training, workshops, assessments in project schools and municipalities for gender responsive school and community safety.
  • Assess training need and develop training solely or by using consultant as per need. 
  • Conceptualize and contextualize IEC materials including wall painting or wall book in consultation with PS-Learn and PC from Plan International Nepal 
  • Develop training module, schedule and deliver training for field staffs, local government officials and concerned stakeholders and meet all the necessary components of the projects for the smooth project implementation. 
  • With Support of MERL team of Plan International Nepal, collect and analyze the field data of each project activity by using Kobo tool and other apps.
  • Collect and analyze the project data, maintain these data and prepare quality report in provided template. 
  • Ensure gender transformative approach during project interventions with reference to gender transformative marker of Plan International Nepal
  • Ensure reporting in PMERL system of Plan International Nepal as per requirement.
  • Evaluate the progress of project against the project document and achievement indicators.
  • Prepare ToR of consultancy services as required for the project and finalize it in consultation with Chairperson/Program Director of Hands Nepal, Sindhuli and PS-Learn of Plan International, ERO. And, hire consultant/consulting firm to perform project activities as per project need with close coordination with Chairperson/Program Director of Hands Nepal, Sindhuli. 
  • Prepare and send project progress report on a monthly, quarterly and annual basis to Chairperson/Program Director at Hands Nepal and Plan International Nepal. 
  • Work with girls, boys, youths, teachers, parents, SMC, staffs and elected representatives of local governments
  • Plan and organize influencing events for gender responsive school and community safety.
  • With close coordination with finance team, prepare project budget, cashflow, revision of cashflow and support to prepare partnership agreement and agreement addendum.
  • Ensure timely request of programme advance from Plan International Nepal and ensure financial report on time with support from finance officer.
  • Ensure compliance of Procurement Guidelines of Hands Nepal and Plan International Nepal whenever purchases will be made.
  • Financial management of assigned project as authorized by Hands Nepal’s management to ensure timely disbursement of payment to staff and delivery of inputs for the project activities.
  • Visit schools, child clubs, communities and municipalities as necessary for coordination and facilitation in relation to project implementation in the project areas.
  • Supervision and mobilization of project staff for the program and administer leave, duty visits, and travel claims of the field staff and evaluate their work performance ensuring staff morale is high for the program.
  • Authorize travel claims of project staff for official duty visits and as per provision made in the project budget.
  • Authorize payment vouchers and purchase orders as stipulated in the staff duty matrix table of the proposal
  • Participation in the meeting with development agencies in the area, on behalf of Hands Nepal, Sindhuli as necessary.
  • Fully brief the program of project activities to Plan International Nepal, ERO, Janakpur staff on visit to project areas and also attend meeting with Plan International Nepal, ERO as per necessary and other visitors visiting to the project.
  • Attend staff meeting at the Hands Nepal, Sindhuli as regular basis and also share/discuss the program with Project Team and board member as relevant for the technical expertise to get their professional inputs to the project.
  • Keep Hands Nepal well informed on matters that need institutional awareness for any possible action.
  • Ensure gender transformative approach, safeguarding policies, anti-terrorism and anticorruption, ICT and other relevant policies of Plan International Nepal within project team. 
  • Give special attention on social, children, dalits and women issues whenever possible for implementing project activities under Plan-Hands partnership.
  • Capture evidences (such as media coverage, visibility materials, and success/change stories) of good practices regularly and as required
  • Organize dissemination of lessons learnt workshop and best practices from major project interventions. 
  • Other duties and responsibilities as assigned by Chairperson/Program Director.

Accountability

  • Make sure that field activities are undertaken timely as stated in the project document.
  • Make sure that working morale of field staff is well maintained.
  • Make sure that the project activities are not suffered due to shortages of resource materials and lack of technical monitoring.
  • Make sure that project progress reporting is in time.
  • Make sure that proper coordination is maintained with Plan International Nepal, ERO and project stakeholders including local community.
  • Prepare and submit weekly, fortnightly, monthly, quarterly and final report of the project and submission on timely manner as mentioned in the project document

Authority

  • Sign bank-cheque as one of the signatories of the project bank account. Authority as per financial and HR policy of HANDS Nepal
  • Authorize day-to-day payments of the project.
  • Make necessary official correspondences with funding agencies, banks and other project stakeholders in the project districts on behalf of Hands Nepal, Sindhuli
  • Project resource mobilization for the project outcomes as authorized by the organization.
  • Evaluate the work performance of the project staff.
  • Take accountability of the project for its results delivery.

Knowledge, Skills and Experience for Program coordinator | HANDS | ngo jobs 2022

Education: Master Degree in Education, Development Studies, Rural Development or Sociology with three years’ experience in relevant field or Master Degree in Education, Development Studies, Rural Development or Sociology with at least five years’ experience in relevant field.

Experience: S/he should have at least five years’ for bachelor degree, three years for Master’s Degree holders in relevant field with at least 1 year of project leading position. 

Competent: Clear understanding of the education system of Nepal including right, role, responsibility of local government, education related policy and plan of government, data management, good understanding of project monitoring, evaluation, research and learning, practical competent on project cycle management, right based approach and result based project cycle management.

Skills: 

  • Strategic: Analytical, Critical thinking, negotiating skills, Innovative, problem solving 
  • and ability to build effective relations for influencing and team work
  • Language: Ability to write clearly and concisely in English and Nepali
  • Communication: Sound communication skills, managing work relationships (internal/external), coordination and networking. 
  • Proven IT skills: Word, Excel, Outlook, PowerPoint, open access M&E tools and skill of computer applications
  • Two-wheeler driving license required (mandatory).
