Job Description
Title: Medical Officer (MBBS)
Level: 8th
Recruitment Type: Contract
Salary: As per the government starting scale
Manages: Direct Management: Staff Nurse, Health Assistant; Functional Management of: Senior ANM
Contract Duration: 6 months
Reporting to: Ward and coordinating to KMC on a need basis
Duty Station: Urban Health Promotion Centre (Janata Health Centre)/Ward-19, Teku Kathmandu
Working Hour: As per Nepal Government/municipality rule and project need
I. Organization context
Urban Health Promotion Centre
Urban Health Promotion Centre (UHPC) is centre that provide basic health care services and promote health and well-being of the urban population, through broad partnerships and community engagement, leading to overall improvements in the health outcomes of urban residents. Realized by UHPC services need because of rapid urbanization and increasing health problems in urban, the Ministry of Health has developed a concept for Urban Health Promotion Centre (जनतास्वास्थ्यकेन्द्र) which would be managed and run by municipalities. After realizing the need of UHPC ministry of health and population prepared Urban Health Promotion Centre (UHPC) establishment guideline 2017.
Based on UHPC establishment guideline 2017, and federal structure of health system, local authorities of ward number-19 with technical support from Kathmandu Metropolitan City (KMC) Health Department and collaboration with SASAJA and Green Path Nepal is implementing “Healthy Waste Workers for Sustainable Waste Management” project funded by Medicines du Monde France (MdM-F). The aim of the project to transitioning from an Urban Health Clinic (UHC) to an Urban Health Promotion Center (UHPC) ward number-19. UHPC is especially responsible for the implementation of outcome 3 of the project which is increase access to quality health services for Informal Waste Workers and the community through Urban Health Promotion Centre.
Urban Health Promotion Centre will Provide quality health services including, occupational health service to waste workers with coordination and linkages with SASAJA’s community mobilization activities.
II. Professional experience for Medical Officer | MDM France | ingos jobs 2022
- At least 2 years of experience in the Clinical field
- Experience working with NGO/INGO or partner organizations and government authorities: an asset.
- Experience of team management and project management is desirable
III. Main aims of the position
- Summary: The Medical Officer is in charge of regular medical consultation, proper diagnosis, treatment, refer, maintenance of patient record and reporting
- Hierarchical positioning: Reporting directly to the Ward-19 authority.
IV. Description of Duties:
- Plan, deliver and manage medical consultation and healthcare, particularly on Maternal and Child Health, SRH/FP, Non-Communicable Diseases (NCDs), Communicable Diseases, Environmental/Occupational Health and safety, and Healthy lifestyle education as per the service package of UHPC
- Ensure quality of basic emergency and clinical procedures at UHPC.
- Ensure quality services are delivered as per service package of UHPC in line with service standards.
- Design, manage and supervise operational research for quality service delivery (with support from the UHPC team members)
- Responsible of regular quality recording and reporting, regular review of program for quality services delivery and increase in service utilization
- Prepare and implement regular monitoring and supervision plan of UHPC activities and act for improvement
- Facilitate documentation of success stories and good practices of UHPC for knowledge enhancement. This will be supported by staff nurse for execution.
- Coordinate and work for capacity building of the team
- Validate referrals, coordinate with referral hospital follow up and ensure services. Identify high risk and referral cases to refer based on the severity of the case and inform in-charge in a timely manner for further follow up and coordination – as required.
- Validate any additional projects supported activities implemented by UHPC staff
- Any other works assigned by the supervisor.
In the absence of Public Health Officer- In-charge:
- Responsible for financial management, administration, personnel management (including working schedules) at UHPC
- Co-coordinating and networking with government line agencies and development partners/ at Municipality or Sub-Metropolitan or Metropolitan to address issues of local demand and supply, mobilize local resource for health, establishing referral mechanisms and outbreak/disaster preparedness
- Ensure placing timely order for regular supply of commodities, drugs, vaccine, essential equipment and quality check of stock report.
- Supportive Supervision and monitoring of UHPC Management Committee and community volunteers’ engagement.
- Prepare and monitor monthly plan of UHPC in align with annual plan in coordination and consultation with UHPC team.
Qualification: At least MBBS with NMC registration.
Overall Skills: Good coordination and interpersonal skills, Facilitation and negotiation skills, Able and willingness to maintain confidentiality, Analytical skills, Self-motivated, Ability to work under pressure, Self-driven for results, Good command of Microsoft Office (Word, Excel and PowerPoint), at least intermediate knowledge in quality management and data monitoring, good clinical skills.
Communication Skills:
- Excellent written and speaking in Nepali and English skills; other local languages an advantage.
- Strong interpersonal skills and experience working effectively in teams and cross-cultural settings.

- Proactive, well organized
- Demonstrable respect for all persons regardless of religion, ethnicity, class or gender.
- Excellent capacity building, team building/management, and coordination skills. An ability to delegate responsibilities effectively and coach and mentor staff.
- An ability to work in challenging and changing environments, to find solutions to emerging challenges, and maintain balance when under stress.
