Autism Care Chitwan Society (ACCS) is a non-governmental, non-profit making organization established by group of dedicated parents of children with Autism. ACCS since its inception has been actively working for awareness, the rights and capacity building of child/persons with autism. ACCS has working experience with several INGOs like Abilis Foundation, Handicap International together with the Autism Care Nepal Society. Besides in the short period it has gained its credibility from the Organization of Persons with Disabilities (OPD) and government stakeholders from the district. Besides this Autism Care Chitwan Society had worked on inclusive education project particularly with student with disability, in additional ACCS worked in emergency period (Covid response project).

Autism Care Chitwan Society along with Handicap international is implementing inclusive education project in two different Municipality of Chitwan District ie; Bharatpur Metropolitan city and Kalika municipality with an objective of ensuring access to quality education of children with disability, improving daily life skills improving learning achievements. The project has following outcomes:

 Outcome-1) Education authorities and stakeholders including OPDs in two municipalities of Chitwan district provide quality services to support education of girls and boys with disabilities including children with complex disabilities and other children with learning support needs with systems, procedures and plans in place.

(Outcome-2): Accessible and quality inclusive education approaches that are already tested are implemented at household, school, and community level in two municipalities of Chitwan district. 

(Outcome-3): Evidence on inclusive education is generated, shared and implemented with partners, OPDs, government agencies and other stakeholders implementing major inclusive education program at national and local level Context.

Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Mission: Monitoring, Evaluation, Accountability and Learning Officer (MEAL Officer) will take overall lead for monitoring, accountability and learning activities in the Chitwan district and support evaluations of the project – Strengthening Inclusive Education Systems and Services in Nepal.
Reports to: Project Coordinator of Autism Care Chitwan Society (ACCS)
Responsibilities Responsibility 1:  Responsible for the collection of field data for regular monitoring & evaluation surveys Ensure M&E tools are used for data collection and takes part in the training of the community mobilizers, itinerant teachers including project team contributing project data collection through quantitative and qualitative surveysMaintain beneficiaries’ database and use of indicators monitoring tool and event tracking tools and orient team members on tools developed.Ensures that obstacles to field activities are identified and passes this information on to his or her line manager. Takes part in presenting the monitoring database and findings of surveys. Ensure the project implementation guideline is referred during implementation of activities Coordinate with the project PC for conduction of trimestral project reviews/update on the project work plan with HI MEAL Officer and project team.Enhance capacity of project team on M&E tools and practices to carry out monitoring and evaluation of project activities. Responsibility 2: Accountability and Reporting  Ensures accountability mechanism setup and operationalized in intervention settings (school, municipality and community) of Kalika and Bharatpur for providing feedback on the results of monitoring & evaluation activities to the populations and partners. Training/capacity building sessions for the team on quality reporting. Consults and coordinates with HI MEAL officer in aligning to other donor reporting requirements Responsibility 3: Knowledge Management and Learning Documentation Initiates the process of documentation of best practices, lesson learned and case studies from the inception phase in close consultation with PC and HI project team.Support the PC to document learning, best practices during the project implementation cycle in the form of narrative process document, case stories, photo graph and testimonies from beneficiaries Track and document the Case studies and best practices to showcase project achievements throughout the project periodResponsibility 4: Facilitate monitoring and evaluation visits Assist to organise monitoring visits in the field regularly from ACCS and HI team.Support the PCs to draft TORs for all the planned monitoring activitiesCoordinate field level activities during surveys (baseline, mid-line, end-line assessments) and other researches planned in the project in close coordination with PC and HI MEAL Officer Any other duty and support at the service of the project and the organization, as required by project related to MEAL    Qualification: A minimum bachelor’s degree in education, social science and related field. Experience: At least 3 years of experience in MEAL Skills: Good knowledge and skills on MEAL practices, data analysis.Cross cutting skills: good team player; ability to adapt at the work and to a culture; learning attitude; ability to work under strict deadlines.
