Community Family Welfare Association (CFWA) was established in 1996 AD (BS 2053) in Nagarayan Municipality ward no 7, Deodiha, Dhanusha district Nepal. Initially, it was established as a community based organization (CBO) with technical and managerial support of family planning Association of Nepal under its long-term sustainable plan to continue family planning services at the community level. Later on, it was registered at the District administrative office as non-government and non- profit making organization in 27 June 1997 (13 Ashar 2053 BS) in Dhanusha district. Now CFWA has two field offices in Mahottari and Dhanusha districts working in Education, Health, Child Poverty, Child Protection, Gender and Social Inclusion and Social Protection.CFWA is a leading organization of the Madhesh Province and it has aimed to be well known civil society organization in the Nepal.

Position- MEAL Officer- 1

Location- Bardibas Municipality, Mahottari

The objective of post holder is to execute MEAL system in all program, provide technical support in program quality control, program planning, capacity building of program staffs in MEAL function and setting up accountability mechanism in organization including documentation of program’s interventions.

Ensure smooth functioning of MEAL system, conduct monthly quality monitoring in line with quality benchmark, prepare  quality monitoring report, share community sharing tools, conduct output monitoring,  support program team in compiling, editing and finalizing report, prepare case studies/success stories/good practices for program/project, ensure smooth functioning of CFM system, provide technical support in program planning and budgeting, generate learning documents for program/project, update action plan tracker and CFM, update OPMIS,  program database management and collaborate with program team for quality programing.

The position holder will also be accountable and responsible for field-based program monitoring and evaluation and will spend 70% of his/her time in field program implementation and 30% time in district/local level coordination, networking, reporting, and recording.

SCOPE OF ROLE:

Budget Responsibility:- MEAL Budget only as per scheme of delegation

Program Planning, Budgeting, Forecasting and Tracking

  • Overall planning, budgeting, forecasting, and tracking of MEAL.
  • Develop annual budget, detail implementation plan, and forecast on quarterly basis as guided by funding partner/donor.
  • Develop procurement plan, media and communication plan, and sponsorship annual plan as and when required by funding partner.
  • Track plan vs achievement, budget vs. expenditure and procurement progress on monthly basis.
  • Ensure over/under expenditure, any deviation in project tracking provide justification against reasons for deviation of MEAL. 

Quality Implementation 

A. Monitoring

  • Conduct quality monitoring visits against quality benchmarks and general monitoring as well.
  • Organize at least 70% field visits to monitor program/project activities against quality benchmark, debrief with program team and develop MEAL action plan tracker.
  • Follow up and update MEAL OPMIS based on quality monitoring action plan tracker.
  • Conduct follow up monitoring visits to materialize agreed action points are being implemented at field level.
  • Conduct output monitoring and tracking in quarterly basis.
  • Conduct post distribution monitoring.
  • Organize data quality assurance in sample basis

B. Evaluation

  • Support program team, consultants, evaluation team during field visits for evaluation.
  • Support program/project team during baseline, mid-term evaluation, situation analysis and database reporting.
  • Conduct child and community consultation and generate report for further planning.

C. Accountability

  • Ensure MEAL accountability system is fully functional in organization and program as well and promote accountability in general and to children in particular through training, coaching, mentoring & orientation.
  • Ensure all the total reach are entered within timeline, support technically if required.
  • Establish effective complaint handling system at organization relevant to beneficiaries/stakeholders.
  • Design community sharing tools (pocket/ wall calendar, master flex prints and radio jingles) and share community sharing information with key beneficiaries and stakeholders. 
  • Capacitate, supervise and mentor MEAL assistant in accountability system.
  • Ensure complaint & feedback system’s issues are addressed timely and MEAL OPMIS updated timely.
  • Ensure all staffs are following CFM guideline while resolving complaints & feedbacks.Conduct complaint satisfaction rating.

D. Learning

  • Document learning’s generated through MEAL approach
  • Generate at least two case studies related to MEAL good practices yearly.
  • Support program team to incorporate key learning’s in upcoming plan and intervention (Generated through CFM and Action plan tracker).
  • Develop learning logs and ensure its use by program team.

Data management, Online information system management

  • Ensure that the complaint and feedback mechanisms are functional in organization, HFI, school, communities and in program area/Sites. 
  • Conduct, facilitate and support in any kind of survey, assessment, research, and mapping related to program.
  • Ensure timely collection of data, entry in online/offline database, coding, cleaning, editing and analysis for generating health program.
  • Provide technical support to officer entering baseline, plan, and achievement of program in online program management system on monthly basis and ensure that the OPMIS system is functional to generate health reports for reporting and recording.
  • Document good practices, best practices, lesson learned, and success stories related to sponsorship program.
  • Assist field staffs and Program Coordinator in tools, template and guidance development for effective management and implementation of sponsorship program at project sites/communities.

Project Reporting

  • Produce monitoring reports, semi-annual reports, annual report, and donor report on monthly/quarterly and annual basis.
  • Comply with donor reporting protocols, timelines, guidance, and procedure to report periodically as agreed by donor/partner reporting period.
  • Conduct semi-annual and annual result reviews, share challenges and opportunities, and develop action plan against challenges to achieve targeted results as planned in indicator performance tracking tool.

Project Compliance

  • Comply with all relevant CFWA policies and procedures with respect to administrative and financial policy, child safeguarding, zero tolerance, child protection, health and safety, equal opportunities and other relevant policies.
  • Maintain close coordination with partner organization/donor to seek technical backstop and maintain donor terms and conditions as mentioned in program/project compliance.

Coordination, Collaboration, and networking

  • Maintain close relation with other themes and sectors for effective implementation of program.
  • Liaise with the Program Coordinator/officers to identify results, on-going successes, and challenges in implementation, follow up, monitoring and evaluation of activities.
  • Organize regular coordination meetings and feedback session with program staff.

Representation

  • Represent in meetings, seminars, training, workshop, and interaction programs in provincial, local level national governments as and when required.

Occasional Duties/Humanitarian

  • Perform other tasks and duties assigned by line manager that come under Sponsorship Program portfolio.
  • Perform dual roles in development and humanitarian during emergencies.

QUALIFICATION AND EXPERIENCE:

  • Bachelor’s degree in education, sociology, or any other related field with 2 years of experience in education or master’s degree in education or other related field with 1 years of experience.
  • Ability to develop annual plan and budget, operational skill for program implementation and management.
  • Have good understanding of monitoring, evaluation, accountability, and learning.
  • Ability to coordinate and collaborate with like-minded agencies, local governments, provincial governments and with district line agencies.

Position- Admin And Logistic Officer- 1

Location- Bardibas, Mahottari

The purpose of this position is support in day-to-day administrative, logistic and other support functions to run the programmatic events smoothly through CFWA office Bardibas. He will be also responsible for explore suppliers, publish EoI, generate database of suppliers, raise RfQ, collect rates, prepare CBAs, take led to finalise suppliers for PO placement, ensure deliver the goods in time line, store management, support distribution at sites, documentation of procurement process till end to the beneficiaries.

The position holder will also be accountable and responsible for field-based logistic management and implementation and will spend 50% of his/her time in field program implementation and 50% time in office level coordination, networking, reporting, and recording.

KEY AREAS OF ACCOUNTABILITY:

Planning and Tracking

  • Preparation of annual, half annual, quarterly and monthly PR plan.
  • Track budget vs. expenditure and procurement progress on monthly basis.

Quality Logistic Management 

  • Prepare and finalize annual procurement plan in realistic way.
  • Prepare CBAs, negotiate rates and support procurement committee to make decision for procurement.
  • Support program team by sharing logistic guidelines and promote them for following it.
  • Organize and facilitate on logistic guideline to community partners in case of making local partnership in construction and renovation.
  • Ensure all the distribution has been made within time line at proper places, structures and groups.
  • Ensure child safeguarding orientation conducted to the registered suppliers.
  • Prepare roster of suppliers and service providers.
  • Make FWA with relevant suppliers and service providers.
  • Be an accountable for making decisions, managing resources efficiently as per organization’s logistic guideline.
  • Builds and maintains effective relationships, within team, suppliers and community stakeholders-both
  • Develop and encourage new and innovative solutions of forthcoming issues

HR management

  • Support to prepare and finalize contract letter for staffs in line of organizational policy.
  • Prepare and update the personnel files.

Coaching, Mentoring and Supervision  

  • Orient/train field officers, community mobilizers, volunteers, and stakeholders regarding supply chain and its function and seek support.
  • Conduct regular market survey, analyze the rates, report to the line manager.
  • Conduct post distribution monitoring at sites and oversee the materials and its status.
  • Provide on the spot mentoring support, capacity strengthening and supervision support at project sites i.e., renovation and construction site and other structures
  • Conduct monitoring of expenditures against budget and investigation as significant variances.

Data management, Online information system management

  • Ensure all the procurement process are in line with compliances.
  • Finalize the database of PR vs RfQ vs CBA vs PO as well GRN, distribution record and other needed.
  • Document good practices, best practices, lesson learned, and success stories related to logistic performance.
  • Support audit team to reach to documents, justify the process and cooperate accordingly.

Reporting

  • Receive feedback, suggestions and complaints via the toll-free number and maintain the hard copy of the same.
  • Comply all the terms and conditions mentioned in toll free number guideline and endorse the toll-free number guideline in your organization.   
  • Share the lodged feedback, suggestions and complaints to relative staff members as per the CFM guideline.
  • Provide appropriate response to the feedback/ complaint provider in a dignified manner.
  • Follow-up of CFM and action plan trackers issues with relevant program staffs so that the same is addressed on time.
  • Provide logistic support during MEAL related activities (meeting, workshops, training etc.).
  • Conduct quality monitoring as per need and assigned by MEAL Officer. 
  • Conduct field visits when required for different MEAL related activities.
  • Support MEAL Officer while conducting complaints satisfaction survey rating.
  • Support MEAL Officer for data entry related to MEAL activities.
  • Support to Functionalize all means of CFM (Toll free number, hoarding board, IEC materials distribution and its use, radio jingle, complain boxes).
  • Support program team on MEAL related activities. 
  • Roll out and ensure program teams are sharing the quality bench mark and CFM mechanisms with community before implementation of any activity.
  • Prepare organizational profile related to MEAL tasks.

Data management, Online information system management

  • Cross verify the OPMIS database (both CFM as well as Action Plan Tracker).
  • Systematically maintain MEAL rack, both the hard and soft copies as far as possible. 
  • Maintain and update CFM and Action Plan Tracker database both in Excel and OPMIS in a regular basis.
  • Assist to document good practices, best practices, lesson learned, and success stories related to sponsorship program.
  • Assist field staffs and Program Coordinator in tools, template and guidance development for effective management and implementation of sponsorship program at project sites/communities.

Position- Community Mobilizer- 2

Location- Gaushala/Aaurahi Municipality, Mahottari

ROLE PURPOSE:  The Community Mobilizer (CM) is responsible for overall community mobilization in the target areas for effective and efficient implementation of project activities. S/he will coordinate, collaborate and networking with ward offices-based stakeholders, I/NGOs and government offices for making the target program more achievable and meaningful for the entire children and their family. S/he manages regular supervision of target communities under wards and collect relevant data for further compilation and reporting. In overall, S/ he will play a catalytic role between Sponsorship program, CFWA and Community.

The CM will be a prime representative of Sponsorship Program at ward level and is responsible for arranging overall supports to make program more successful that includes effective community mobilization for high achievements in MNH, ECCD, BE, SHN, AD, Livelihood programming at community under direct supervision of Field Officer. The CM is 100% accountable and responsible for community-based activity implementation, supervision and reporting and can join/present in office occasionally as per direction of his/her Immediate Supervisor/Field Officer.

The position holder will also be accountable and responsible for field-based program implementation and will spend 80% of his/her time in field program implementation and 20% time in district/local level coordination, networking, reporting, and recording.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Program Planning and Tracking

  • Prepare practical plan to make the structures as model in working area.
  • Track plan vs achievement and prepare plan for overcome.

Quality Program Implementation 

  • Prepare the realistic monthly plan collaborating with Field Officers and execute as per plan.
  • Follow the quality benchmarks during delivering the events, supports and services.
  • Assess the structures i.e., schools, ECCD rooms, health posts/ hospital, child clubs, WCRCs, mother groups, income generation groups and other public places and keep the record up to date.
  • Explore the community actions areas, select youth volunteers and support them to conduct the sessions, campaigns and actions.
  • Share the message and commitment of child rights, child protection.
  • Develop the plan against child marriage, child labor, school drop out children and put effort to bring in main stream.
  • Explore, analyze and prioritize the problems using code and prepare action points.
  • Follow up to the structures whether actions points are in progress.
  • Encourage community people to head towards governmental services.
  • Support to structures in distributing the materials, observe and support to its uses.
  • Act as community organizer and mobilizer in assigned areas and should bear responsibility for effective facilitation with communities for their planning, monitoring and evaluation. 
  • Prepare and update activity reports following and maintaining the standards and time frame of the program.
  • Utilize existing resources and maximize opportunities in the community for the better life of children and their family.
  • Develop and share weekly and monthly progresses and maintain effective communication on a regular basis with Field Officer and other relevant Supervisors as per need. 
  • Track and maintain the significant benefits received by the sponsored children and others.
  • Mobilize youth volunteers in proper way in well consultation of the FOs and other Supervisors.
  • Support and coordinate with sponsorship operation team in the relevant activities at the community level. 
  • Reporting- total reach entry in OPMIS on same time in the spot.

Project Reporting

  • Participate in semi-annual and annual result reviews, share challenges and opportunities, and develop action plan against challenges to achieve targeted results as planned in indicator performance tracking tool.
  • Generate and develop at least 1 case study in given template with full consent and photo and submit to line supervisor.

  • Maintain donor compliance, guidelines and procedures while implementing sponsorship operation.

  • Maintain close relation with program and sponsorship operation team for effective implementation of program.
  • Rapport building with ward office, schools, health posts, FCHVs, local CBOs and groups and share the objective of programs and seek support.

Representation

  • Represent in meetings, seminars, training, workshop, and interaction programs at local level governments as and when required.

Occasional Duties/Humanitarian

  • Perform other tasks and duties assigned by line manager that come under Sponsorship Program portfolio.
  • Perform dual roles in development and humanitarian during emergencies.

QUALIFICATION AND EXPERIENCE:

  • 10+2 or Intermediate in education, sociology, or any other related field with 3 years of experience in education or bachelor degree in education or other related field with 2 years of experience.
  • Have ability to facilitate relevant training, meeting, workshops, and seminars.
  • Ability to coordinate and collaborate with like-minded agencies, local governments, and other local agencies.
  • Basic communication and computer skills (word, excel, power point) including skills in email/internet will be added value.
  • Good report writing skills in Nepali or English.
  • Committed to stay in program implementation sites.
  • Respectful and committed to work with diverse cultural context and backgrounds.

SAFEGUARDING: The position holders will have direct contact with children and/or young people frequently in their day-to-day work. S/he will have to be abide by child safeguarding, protection from sexual exploitation, abuse, and harassment (PSEAH) policy including CFWA code of conduct. S/he will have to maintain dual adult rules while visiting/meeting children.
