Required: Research, Monitoring, Evaluation, and Learning (RMEL) Officer

The RMEL Officer will lead the Research, Monitoring, Evaluation, and Learning (RMEL) functions across all ongoing projects of Visible Impact, with a special focus on the Kaleidoscope and YAAY project. The Officer will ensure that robust systems are in place for monitoring, evaluating, learning, and reporting to enhance the effectiveness and impact of organizational initiatives.

Project: Kaleidoscope and YAAY (Primary), with cross-cutting responsibilities across all organizational projects

Reports to: Program Coordinator

Location: Kathmandu, Nepal

Duration: 1 year, with the possibility of extension depending on the performance

Post type: Full-time/ Regular

Salary: 40,000/- as basic per month

2. Duties and responsibilities

With the guidance of the Program Coordinator, the RMEL Officer will be expected to undertake the following tasks:

  1. Serve as the primary RMEL focal point for the Kaleidoscope project as well as other ongoing organizational projects.
  2. Lead the design, update, and implementation of monitoring and evaluation frameworks, including tools, indicators, and procedures aligned with project goals.
  3. Coordinate the development and tracking of project-specific action plans and strategies, ensuring timely execution and follow-up.
  4. Conduct regular monitoring of project activities, outputs, and outcomes; identify data trends and suggest course corrections where necessary.
  5. Facilitate data collection, cleaning, validation, and analysis, ensuring accurate and timely submission of all required reports.
  6. Oversee field visits and monitoring based on pre-determined schedules and emerging project needs.
  7. Prepare and submit comprehensive reports- monthly, quarterly, semi-annual, and annual as per donor and organizational requirements.
  8. Ensure timely and quality reporting by team members, providing guidance and quality checks where needed.
  9. Document and promote best practices, case studies, and lessons learned from project implementation for organizational learning and donor reporting.
  10. Support internal evaluations and learning exercises, ensuring findings are integrated into program improvement efforts.
  11. Collaborate with program teams to integrate RMEL processes into planning, delivery, and review cycles.
  12. Perform any other duties relevant to RMEL and programmatic needs in consultation with the supervisor.

3. Key Requirements

  • Minimum Bachelor’s degree in Public Health, Social Sciences, Development Studies, or a relevant discipline.
  • At least 2 years of demonstrated experience in Research, Monitoring, Evaluation, and Learning (RMEL) or related fields.
  • Strong knowledge of M&E principles, including logical frameworks, theories of change, indicator development, and data analysis methodologies.
  • Proficiency in data collection and analysis tools such as ODK, Kobo Toolbox, Excel, SPSS, and other common RMEL platforms.
  • Experience in developing and implementing monitoring tools, tracking progress, and translating findings into actionable insights for project improvement and donor reporting.
  • Excellent skills in report writing, documentation, and storytelling, including success stories and promotional materials.
  • Proficiency in Microsoft Office tools (Word, Excel, PowerPoint) and digital platforms for communication and presentation.
  • Strong organizational skills and a detail-oriented approach; ability to prioritize multiple tasks and manage deadlines effectively.
  • Good spoken and written communication skills in both English and Nepali.
  • Strong interpersonal skills and the ability to work collaboratively with diverse teams and stakeholders.
  • Willingness to travel to project locations as required.
