  • Functional Title:               MEAL officer
  • Base Location:                   Partner office Hariwan Sarlahi with Extensive Field Visit across Madhesh Province.
  • Reporting to:                     MEAL Manager, IRW Country Office
  • Contract Duration:          12-month Fixed Term Contract.
  • Starting Date:                    As soon as possible
  • Salary:                                  Negotiable based on relevant experience and desired qualifications.

Scope of Work: Under the direct supervision of the MEAL Manager and in coordination with other Project leads, the MEAL Officer will contribute to supporting the implementation of MEAL activities both at Islamic Relief Nepal and Implementing Partner level. 

Monitoring, Evaluation Accountability, and Reporting (70%)

  • Lead in formulation and implementation of project M&E plan and ensure M&E plans are in place and followed by the project team and are updated on a quarterly basis.
  • Ensure the update of the monthly beneficiary tracker, and activity tracker together with the project lead.
  • Lead to track project indicator tracking table on a periodic basis (at least once before subsequent interim report period)
  • Support to update annual program and project-level database when needed.
  • Support the project team in conducting various assessments, and quantitative and qualitative data collection exercises.
  • Orient and support partners staff to MEAL requirements of their projects
  • Develop the capacity of field teams in the areas of collection and analysis of data and impact measurement.
  • Ensure that complaints including safeguarding are recorded in the database and processed and that people receive an appropriate, timely response in the SMAP server/Activity info.
  • Review the project reports together with the Project lead and ensure timely submission of high-quality donor narrative reports.
  • Support in the organizing of DIP & learning review workshop and in preparation of DIG.
  •  Support the monthly project review meetings to keep senior staff aware of targets and achievements according to the DIP.
  • Undertake regular field visits and produce Monitoring reports of the projects and provide feedback on time.
  • Initiate conducting post-distribution monitoring as well as real-time monitoring of the project interventions.

Program Design and Management (10%)

  • Assist in conducting, desk reviews, need assessment, and Gender analysis to support the preparation of project concept notes and proposals.
  • Assist in the production of fundraising and communication materials for long-term development and short-term humanitarian projects.
  • Assist to the MEAL team while budget planning in the section of monitoring, evaluation, accountability and Learning.

Learning and Organizational Development (15%)

  • Contribute to organizational learning initiatives.
  • Conduct periodic reviews of local implementing partner performance and assist in developing action plans on identified gaps.
  • Assist in the implementation and documentation of the program quality standards IHSAN across the implementing partners.
  • Conduct CRM satisfaction survey at the community level periodically and share the finds via comprehensive survey report with the programme team for their contribution to strengthen the CRM system at the community level.
  • Update the central lesson learnt log periodically and support the MEAL department to publish a glimpse report based on the registered lesson learned.

Additional task (5%)

  • Perform any other task and duties assigned by the line manager.

Skill and qualification for MEAL Officer | Islamic Relief Worldwide | ngo jobs vacancy

Bachelor’s degree in the social sciences, development studies, or any other relevant discipline with a minimum of three years of demonstrable experience in Program Monitoring and Evaluation, Learning, and Capacity Building.

  • Excellent command of English, (written, oral, comprehension) including good writing skills.
  • Excellent command of database management (digitalization)
  • Strong interpersonal skills and the ability to work under pressure in a structured, organized, and responsive manner. 
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
  • Willingness to undertake field visits frequently in the Islamic Relief Project areas across districts of Madhesh Province (60%)
  • Familiarity with statistical packages, qualitative data analysis software, graphics presentations, and other relevant online digital and mobile-based applications to support MEAL.
