GESI and Disability Advisor | STC | ingo jobs 2022 : Save the Children believes every child deserves a future. The GESI and Disability Advisor is technical lead and responsible for Save the Children in Nepal/Bhutan’s work in ensuring that gender equity and social inclusion (GESI) and disability concerns are incorporated in different stages of project cycle; situation assessment, project development, planning, budgeting, implementation, monitoring, and reporting. This requires liaising with technical, managerial and finance staff and developing strategies for incorporating gender/social inclusion and disability concerns. S/he is responsible to build capacity of SC staff and partners so that they are enabled to carry out many of these functions on their own. S/he documents success stories, case studies, best practices and lessons related to GESI/disability. S/he networks with other organizations, including GESI and disability resource organizations, to identify best practices in these areas, and to share Save the Children’s best practices and experience. S/he participates in high level working groups focused on GESI and disability, both internally and globally. S/he plays a lead role in setting the strategic direction for GESI/disability and plays a senior representational and advocacy role with GoN, donors and key national and international stakeholders, and works with SC members and internal stakeholders to maximize program delivery. S/he ensures that program learning, research and evaluation findings are channelled towards advocacy, continuous improvement and new program design embedding GESI and the inclusion of people with disability perspectives in them.

PROGRAM DEVELOPMENT AND DESIGN (35% LOE)

Identify and pursue opportunities for synergistic, inter-sectoral programs to address the holistic needs of children, especially the most deprived including children with disability
Identify and pursue opportunities for synergistic, inter-sectoral programs to address the holistic needs of children, especially children with disability, including through the twin-track approach to disability
Work with Save the Children technical and awards staff to develop funding strategies and proposals to expand the overall portfolio in line with SC Nepal’s GESI and disability strategies, CSP priorities, and technical best practice from a range of sources. This will involve continuously developing concepts and innovations and packaging them for a range of donors, both for proactive and reactive fundraising efforts.
Using SCI’s Gender Marker, work with thematic staff during design and assess proposals post-submission on their gender sensitivity.
Ensure consistent GESI and disability design, methodology, and quality assurance across thematic programs
Ensure that all programs have GESI and disability sensitive Monitoring, Evaluation, Accountability, and Learning (MEAL) practices throughout the program cycle
Introduce innovative GESI and disability related ideas and approaches to support technical programs in Nepal and Bhutan
In consultation with Program Operations Department (POD) colleagues, ensure that GESI/disability activities (as relevant) contribute to sponsorship goals and meet agency significant benefit standards.

STRATEGIC DIRECTION (10%*)

Take lead role in formulating CO’s GESI and disability vision, including during the development of its Country Strategic Plan (CSP).
Participate actively in the Country Annual Planning and Country Annual Reporting, reviewing technical sections for GESI and disability content and providing content on GESI and disability issues.
Identify needs and opportunities to integrate GESI and disability into potential programs, through situation analyses/feasibility studies, networking, and leveraging research and evaluation findings from both internal and external sources.
Maintain oversight of GESI and disability aspects of the program portfolio (at country and field level) and ensure alignment with CSP.
Provide thought leadership and links with SCI’s global GESI and disability initiatives

*Significant level of effort anticipated in 2021 due to SCI’s strategic planning cycle.

POLICY AND ADVOCACY (15% LOE)

Internally, with the PDQ Director, oversees the implementation of SC Nepal’s GESI policy.
Internally, with Human Resources, continuously assess staffing patterns and competencies to ensure that SC Nepal has an inclusive workforce.
Externally, lead in defining Save the Children’s GESI/disability advocacy agenda, as informed by SC’s experience in Nepal and globally. Lead in networking and articulating Save the Children’s position, policy and strategy in national forums and meetings. Engage in key debates related to national GESI and disability policies and programs, in coordination with technical colleagues and other relevant staff.
Lead in translating national GESI and disability messaging to provincial and palika-level policy and action plans. Work with project and program teams to develop provincial and palika-level policy and action plans.
Engage in policy development with central authorities; with POD, support field-based technical staff to engage with local authorities as per the CSP, advocacy plans, and relevant policy concerns. Develop policy briefs and position papers, ensuring the inclusion of technical input from the relevant project managers.
With POD, identify appropriate strategic partnerships for joint advocacy initiatives on GESI and disability issues at the national level.

REPRESENTATION AND NETWORKING (15% LOE)

Provide technical guidance and input to SCI’s Gender Working Group and Global Disability Working Group.
Maintain working relationships with relevant Ministries and GESI Departments, disability focal units, connect Save the Children’s flagship programs with government and other non-government interventions.
Ensure that the country office has effective representation on national, regional and international networks and fora related to GESI and disability, and that we participate in conferences/meetings that will enhance our reputation and programming
Actively participate in technical coordination meetings to ensure synergies with other agencies in our development work and emergency responses
Maintain excellent relationships with donors, both in terms of strategic positioning and program delivery
Develop and maintain partnerships with academics
Participate in SMT as invitee and ESMT meetings and attend other meeting both within and outside SC; represent SC whenever requested by the Supervisor

MONITORING, EVALUATION, ACCOUNTABILITY, AND LEARNING (MEAL) (15% LOE)

With POD and MEAL, ensure that interventions are evaluated using appropriate methods, including process and impact evaluations, and that evidence is rigorously maintained, documented and disseminated internally and externally, to contribute to improvements in programme quality and advocacy efforts.
Ensure the incorporation of quality assurance systems at multiple levels (strategy, design, implementation, proposal, monitoring processes, evaluation and learning, reporting)
Identify and pursue opportunities to disseminate technical materials, learning and best practices, such as workshops, targeted communications materials, etc.
With the MEAL team, ensure Quality Benchmarks are appropriate and applied to all programming.
Support field teams to identify and carry out operational research related to GESI and disability.
Ensure that Save the Children’s regional and global GESI and disability experience is reflected in our program
Share CO’s experience and organizational learning with COs as well as with relevant organizations over the globe

CAPACITY BUILDING (10% LOE)

Conduct regular thematic coordination meetings with Program Operations Department (POD) technical staff in the field and in Kathmandu, including annual Program Learning Groups (PLGs)
In coordination with POD, provide on-going and one-off technical support and advice to programs and partners as needed on gender, social inclusion and disability, including through applying the latest and right tools in these specific areas.
Coordinate with POD to identify internal and external capacity building opportunities and resources to provide high quality technical assistance to program, supporting technical staff, partner agencies and others to build knowledge and technical competence.
Ensure that core GESI and disability inclusion training modules and approaches are rolled out effectively and with fidelity to staff and partners

OTHER

Other tasks as requested by the Director, Program Development and Quality

Support the Save the Children Humanitarian responses where appropriate, ensuring timely and quality responses in line with international standards and technical best practice.

Qualifications and experience

Master’s degree in Development Studies, Gender Studies, Sociology, Anthropology, Human Rights, Law, Psychology, Education or any other relevant field
At least 10 years of working experience in relevant field, including at least 5 years in senior leadership position.
Strong leadership abilities, leading and inspiring others
Excellent understanding of key GESI and disability issues and strategies
Excellent skills on process facilitation and coordination with high standard.
Excellent inter-personal communication skills
Strong analytical capacity and proficient understanding of both qualitative and quantitative research methods
Good presentation skills including policy briefing
Good supportive supervision skills, developing self and others
Excellent English and Nepali communication skills, both written and spoken
Ability to work under pressure, within short deadlines and with limited supervision
Demonstrated ability to deliver results, engage in effective and collaborative problem solving and decision making, and foster program innovations and adaptations

Desirable:

Advanced knowledge about GESI and disability policies and context in Nepal
Excellent conceptual and theoretical understanding of human rights-based approach, children’s rights, and rights of persons with disabilities
Advanced knowledge of disability rights in Nepal and issues faced by children and families and proven ability to incorporate this into practical guidelines and programming as well as advocacy key messages
Proven experience in designing and implementing capacity building programmes around disability inclusion in various thematic sectors such as health, education, accessibility etc as well as providing capacity building support and facilitation to staff
Knowledge of Nepali Sign Language
Experience of using the Washington Group Set and Tools
Advanced knowledge on the intersectionality between disability, gender, indigenous groups and other forms of marginalisation
